Principal Instructors

Michael Bates

Michael Bates is a Lieutenant with the Providence RI Fire Department and has been assigned to the city's heavy rescue "Special Hazards 1" since 1992. Mike has served with the busiest engine and ladder companies in the city during his 32 years with the Providence Fire Department. Bates is a nationally certified fire instructor has presented hands-on training programs at several national fire service conferences including Firehouse and Fire Engineering's FDIC. He is a Rescue Squad Officer with FEMA USAR MATF-01 Task Force. Mike has been with the Task Force since its inception in the early 1990s and has responded to numerous natonal disasters.





Paul Doughty

Paul Doughty is a Firefighter who has spent 21 years of his 25 year career assigned to "Special Hazards 1" the City of Providence RI's heavy rescue company. Firefighter Doughty is the Technical Rescue Program coordinator for the Rhode Island Fire Academy. Firefighter Doughty has lectured frequently on search and rescue practices. Paul is President of the Providence Firefighters Local 799. A practicing attorney and a member of the Rhode Island Bar Association. Paul responded with MA-TF-01 to the World Trade Center on 9-11-01. Paul has instructed several programs for the Providence Fire Department utilizing his vast, first hand experience.



Michael Gomes

Michael Gomes is a 22 year veteran of the New Bedford MA Fire Department currently serving as the Chief of Department. A second generation firefighter, Mike has served in several of the busiest companies in the city as a firefighter and fire officer, He is a nationally certified fire instructor and teaches a number of programs on a local, state and national level. Mike serves as a Safety Officer on the FEMA USAR Task Force MA-TF-01. He has extensive experience in building construction and operates his own construction company. Drawing on his construction background, Mike is a FEMA Structural Collapse Technician Instructor, specializing in many aspects of technical rescue training. Mike responded to the World Trade Center in 9-11-01.



Thomas Kenney

Thomas Kenney is a Lieutenant and 30 year veteran of the Hyannis Massachusetts Fire Department whose 38 year career started with the City of Boston in 1973. A graduate of Boston City Hospital's first Paramedic Program, Tom has been Nationally Registered since 1979. Tom teaches fire and rescue programs for a host of agencies including Barnstable County Fire Academy, New Hampshire Fire Academy and FDIC. Lieutenant Kenney is also a FEMA Structural Collapse Instructor and serves as Rescue Team Manager for FEMA USAR MATF-1.



Dennis Macedo

Dennis Macedo has 28 years of experience with the New Bedford, Massachusetts Fire Department, spending the majority of that time on the busiest fire companies in the city, currently assigned as Lieutenant for Engine Company 6. Dennis also has been a member of the FEMA Urban Search and Rescue (MATF-1) since its inception in the early 1990s, where he is a Rescue Squad Officer. He is a national certified instructor and is the Program Coordinator for all advanced fire programs at the Barnstable County Fire-Rescue Training Academy. A specialty instructor with the New Hampshire State Fire Academy as well as a FEMA USAR instructor, he has had extensive training in the heavy/technical rescue fields over his career.

David Gallagher


Dave is a 30 year veteran of the Fire Service which included serving 26 years with the City of Huber Heights, Ohio, Fire Division. He lectures and instructs nationally with sessions at Firehouse Expo, World and FDIC as well as regional and local seminars across the country. Dave is a former Rescue Squad Officer with Ohio TF-1, Paramedic and HazMat Technician.
